government. >> good morning, heather. the united states is heading toward a fiscal cliff and will fall off it on january 1st if the tax cuts are allowed to expire and automatic cuts are kicked in. they couldn't make a deal on what they wanted to cut so their punishment was to establish steep over a trillion dollar automatic cuts for things that are tough and controversial. the first 100 billion or so would be cut. these things would make the economy shrink by 1.3 percent in the first half of next year. that they say adds up to a recession. majority leader harry reid says we can avoid this fiscal flip tomorrow if republicans would agree to extend the tax cut which would give us ample time to deal with the other challenges facing congress at the end of the year.

after the 1.3 percent contract the economy would rebound in the second half of 2014. they are scoffing at the idea that they are trying to raise taxes especially in an election year where mitt romney is pitching tax reform as part of his platform. >> we are going to try every way we can to make sure taxes don't go up on anybody, don't go up on working families or small businesses. we have to make sure we are doing everything we can to go to jobs and get this economy back on track. last night at the presidential library the republican house chair paul ryan thinks they will mandate to aggressively fix the nation's financial system. peter doocy in washington thank you very much. >> now it's time for "look who's talking."

overnight. mitt romney joins 2 for 2 in the arkansaned kentucky primaries last night. those causing head cakes for the white house. joining us to explain is doug luzader. >> good morning, guys. for a while all we would focus on is the republican numbers because that's where the horse race was. with that issue smartly resolved it is the democratic numbers that are getting fascinating. no one disputes president obama will be the democratic nominee. he crossed the delegate threshold he needs. let's start with what happened in arkansas yesterday. based on the return so far the president's dm democratic challenger john wolf won 42 percent of the vogt. that is a huge number in a preem mary battle against a sitting president. arkansas has an open primary so republican leaning voters could in theory vote for a democrat

against the president. but that is not the case. the other case we will talk about kentucky which has a closed party the numbers look almost identical. 42 percent of registered democrats cast ballots against the president choosing uncommitted instead. that 40ish number keeps coming up. two weeks ago a federal prison inmate keith judd won 41 percent of the vote in the west virginia democratic primary. these are not serious challenges to the president's nomination. all three of these states voted for john mccain last time around. it shows how the reelection compla campaign will not only have to come up with on the fence voters but voters from their own party. let's go to the other stories making headlines. exactly one year ago after a toerp d

report. he has been awarded a $20 million contract to launch a national multi media campaign explaining the benefits of the affordable care act. it is mandated in a president's healthcare law which requires them to promote healthcare. the campaign will inform them about the preventty benefits now with medicaid medicare and private health insurance as a result of the affordable care act. this sounds more like propaganda than health education. sarah palin went as far as calling it super pid. >> this is one of the stupidest things from the obama administration. i think it will be deemed unconstitutional. this is a propaganda piece which violates many of the procurement laws and other laws applicable to government contracts. it is promoting obama care.

there is a question of whether the campaign will be affe effective. they have pushed congress to quadruple the public affairs budget and spened 1.4 million to drive traffic to the obama care web site. a family foundation poll says 6 in 10 americans don't know enough about the healthcare laws to judge how to effect them. this isn't the first time they have talked about the benefits of public health problem. they had $100 billion for medication prescription drug plan in 2003. the supreme court could render this new campaign move. it defines it to be unconstitutional in sthis summe. i wonder if the tax payer the can get a refund if not. >> $20 million.
